Knowledge and Skills Development Programme

Overview

We are seeking to contract with an experienced training provider to deliver ‘Knowledge and Skills Development’ elements of the our graduate programme. This should be qualification bearing and should incorporate:

  • Project Management
  • Commercial Awareness
  • Change Management
  • Influencing and Negotiating
  • Leadership
  • Business Skills, including social value and finance/budgeting within a business

The preferred duration for delivery of the knowledge and skills elements is via an equal spread over the 24-month programme, allowing for graduates to be able to manage this alongside their secondment workload. Delivery should be face-to-face where possible, although virtual delivery will be considered where appropriate. The locations for face-to-face delivery should be spread across the UK if possible, to account for the various locations in which the graduates are based.

We invite tenderers to add to this list if there is anything in addition they feel would be appropriate/add value.

  • Issue of Tender documentation wk 28th February 2023
  • Questions submitted by noon 27th March 2023
  • Tender submission by noon 7th April 2023
  • Shortlisting w/c 17th April 2023
  • Notification of shortlist 21st April 2023
  • Presentations for shortlisted tenders scheduled w/c 1st May 2023
  • Preferred tenderer announced 9th May 2023
  • Contract awarded 22nd May 2023
  • Contract Commencement Date September 2023
  • Contract Completion Date August 2025

Is there any particular format you want the responses to be in, or any format that won’t be accepted?

Answer

There is no prescriptive format other than the response should no exceed 50 sides of A4 including appendices.

Would you consider one organisation delivering both programmes?

Answer

Yes

 

Question

Do you anticipate one provider delivering all elements of knowledge and skills programme or is it possible that different elements of the programme will be delivered by different providers?

Answer

This will depend on the response received and will be subject to the proposed delivery from the Tenderer, but we will only be awarding one contract.

Question

Can you confirm the number of apprentices for each delivery?

Answer

Our expected intake of apprentices is 20.

Question

Can you please confirm what ‘qualification bearing’ means? For example, are you looking for a supplier who is an accredited training provider? Or someone who would partner with an accredited training provider? If so, what level qualification would be expected?

Answer

Qualifications should be at an appropriate level for graduates who have just completed their university studies (including masters). We are happy to work with either an accredited training provider or an organisation who is working in partnership with one.

Could you please advise if you expect one training provider to offer qualifications across all subject areas of the knowledge and skills programme or an overarching qualification?

Answer

We are open to the providers preferred delivery on this.

Is the qualification element of the programme mandatory?

Answer

Yes, this will be mandatory part of the programme

If a tender does not include a qualification at all, would this mean this tender would not be considered?

On page 11 it states that quotes should be inclusive of all delivery costs and then lists areas to include. Do travel and expenses including any overnight accommodation also need to be included?

Answer

Travel and expenses costs should be included where necessary and appropriate

Do you have any indication of budget (or maximum spend) for each of the tenders?

Answer

We are open to costs and do not have a set budget in mind when considering responses

Answer

The close date for the Knowledge and Skills Development Tender is noon 7th April.

The close date for the Behavioural Development Programme is noon 31st March

What, if any, flexibility is there in the draft delivery schedule for the behavioural element of the tender? Would a different looking schedule be automatically disqualified?

Answer

Tenderers should stick to the proposed delivery schedule.
